"From the point of view of replacing the paper passport itself, there is a need to change it to a more modern format, this is a smart card," TASS quotes Shadayev as saying.
He clarified that such a decision will be made by the end of 2021.
The minister also noted that a smart card is a more convenient form factor for storing all the necessary data.
Earlier it was reported that the issuance of electronic passports for Muscovites will begin on December 1, 2021.
