On Tuesday, the Group of Independent Experts of the Inter-American Commission on Human Rights (IACHR) delivered its report on the socio-political events that inflamed Bolivia from September to December 2019 during which Evo Morales had left power and several dozen people were killed in clashes.

It is a

nuanced report

that was made public Tuesday, August 17, which does not name anyone as guilty, it will be the role of the Bolivian justice, explain the experts.

The investigation gives a voice to the victims, and their families, the electoral conflicts of 2019 left 37 dead, sometimes in clashes between civilians, but especially during two rallies where the army opened fire on demonstrators, after the departure of Evo Morales.

Rebuild the social fabric

But the presentation underlines that we must recognize the quality of victims to all those who have suffered violence, whatever their political side.

 We cannot reconstruct the social fabric without first abandoning the idea that the only victims are those who have the same political ideas as us

", explains Patricia Tappatá, expert of the IACHR.

Among the observations made: biased justice, flaws in freedom of expression, as well as

deeply rooted racism

in Bolivian society.

Recommendations have been made, it now remains to be seen whether the Bolivian government - which has welcomed the report very well despite criticism - will take them into account.
