The State Attorney General's Office has opened an investigation to find out how 800 minors are being repatriated to Morocco from Ceuta, an initiative that has confronted the Government partners -PSOE and United We Can- and that has caused the flight of fifty children of the pavilion in which they were housed.

Neither the State Attorney General's Office nor that of Ceuta are aware of the repatriation plan established between Spain and Morocco, as judicial sources have informed Efe, who have said that the only official communication received on this initiative was very generic and at no time was it encrypted the number of minors to be repatriated or when it would begin.

After crossing the border almost three months ago before the passivity of the Moroccan authorities, this Saturday the second group of 15 minors was returned, which will continue to be done in the coming days by order of the Ministry of the Interior.

Meanwhile, more than fifty minors have escaped from the Santa Amelia de Ceuta sports center in fear of being repatriated to Morocco, and there have also been several altercations in the facility, which has forced the National Police agents to act to try to restore order, police sources have indicated.

Crossing of accusations

The Ministry of Social Rights and Agenda 2030, led by the leader of Podemos, Ione Belarra, has warned in a letter sent to the Interior that the return of minors to Morocco could involve "a breach of the rights of girls and boys foreigners in Spain ", which he considers" very serious ".

The PSOE spokeswoman in the Madrid Assembly and former Secretary of State for Migration,

Hana Jalloul

, for her part, has defended that the Government's migration strategy is "very brave and very progressive", and has ensured that the returns of minors to Morocco are carried out "with all conditions and in a guaranteed manner".

The Secretary of State for Agenda 2030,

Enrique Santiago

, one of the positions of Podemos in the Government, has criticized the return of minors "without family protection, done without the intervention of the Prosecutor's Office, against the criteria of the Ombudsman and without exist return protocol ".

In addition, the

General Council of the

Legal

Profession

has demanded "the immediate cessation of the repatriations of minors without legal guarantees", since it doubts that they are "strictly complying with international conventions and the bilateral agreement itself" with the neighboring country, and that the best interests of the minor are preserved.

Several NGOs have also demonstrated against repatriation, the

Ombudsman

, who has called for the immediate cessation of this initiative, and the

Spanish Association of Primary Care Pediatrics

, which qualifies as "illegal" any collective return of children and adolescents .

"The minors who are not vulnerable"

The Council of the Legal Profession opposes these refunds because it considers that they may not respect international norms and conventions, as well as two rulings of the Constitutional Court, in all of which it is required to ensure protection of the minor and to follow each case individually.

He emphasizes that the NGO

Save the Cildren

had valued the majority of these children taken in in Ceuta and "had found that many arrived in Spain fleeing from situations of violence, labor, sexual exploitation or abuse".

The return of unaccompanied minors is included in a bilateral agreement with Morocco, but since its last review in 2012 it had not been activated.

The second vice president of the Autonomous City of Ceuta,

Carlos Rontomé

, for his part, has assured that "minors who are not vulnerable are being transferred" and has emphasized that those who suffer some type of abuse or harassment "are not within this procedure".
