  In terms of optimizing the fertility policy, the main provisions of the revised draft of the Population and Family Planning Law include: First, the state adopts comprehensive measures to promote the realization of an appropriate fertility level, optimize the population structure, and promote the long-term balanced development of the population.

The second is that the state promotes marriage and childbirth of the right age, prenatal and postnatal care, and implements a policy that a couple can have three children.

The third is to abolish social support payments and delete regulations that are not compatible with the three-child policy.

  The amendment draft mainly proposes the following measures to support active births: First, the state adopts support measures to reduce the burden of family birth, nurturing, and education.

The second is to require medical and health institutions to provide peri-pregnancy and maternity health care services to strengthen support and guidance for infant care.

The third is to promote the establishment of an inclusive childcare service system, improve the accessibility and fairness of services for infant families, and standardize childcare services.

The fourth is to support qualified places to explore the establishment of parental leave.

Fifth, build infant and toddler activity places and supporting service facilities in residential communities, and configure maternal and infant facilities in public places and workplaces in accordance with regulations.
