In this regard, Dai Bing pointed out that the Security Council is not a suitable place to discuss the South China Sea issue.

The United States mentioned the South China Sea issue in its speech, and China firmly opposes it.

  Dai Bing said that at present, with the joint efforts of China and ASEAN countries, the situation in the South China Sea remains generally stable, and all countries enjoy the freedom of navigation and overflight in accordance with international law.

China and ASEAN countries are committed to fully and effectively implementing the "Declaration on the Conduct of Parties in the South China Sea" and strive to reach the "Code of Conduct in the South China Sea" at an early date.

We are determined and able to maintain peace and stability in the South China Sea.

  Dai Bing said that the United States is not qualified to make irresponsible remarks on the South China Sea issue.

As an extraterritorial country, the United States frequently drives advanced ships and planes into the South China Sea, arbitrarily provoking, and openly provoking dissension among countries in the region. This is the biggest threat to the stability of the South China Sea.

The United States itself does not join the "United Nations Convention on the Law of the Sea," but considers itself a judge of the "Convention", pointing fingers at other countries and interfering arbitrarily. It has no credibility on maritime issues.

  Dai Bing said that the United States' hype of the South China Sea arbitration in the Security Council is entirely a political attempt.

The South China Sea Arbitration Tribunal violated the principle of “state consent” and tried ultra vires; there were obvious errors in the determination of facts and the application of the law, and its award was invalid and without any binding force.

  When expounding China's position on maritime security, Dai Bing pointed out that a few countries are currently pursuing exclusive regional strategies in the Asia-Pacific region, attempting to create and intensify maritime conflicts, undermine the sovereignty and security interests of relevant countries, and undermine regional peace and stability.

This runs counter to the desire of most countries in the region to seek peace, seek cooperation, and promote development.

  Dai Bing emphasized that the "United Nations Convention against Transnational Organized Crime", the United Nations Convention on Drug Control, the International Convention for the Safety of Life at Sea, the Convention for the Suppression of Unlawful Acts Endangering the Safety of Maritime Navigation, the United Nations Convention on the Law of the Sea, and other international conventions widely accepted by the international community Together they form the basis of international law for combating transnational crimes at sea and strengthening maritime security cooperation.

All countries should interpret and apply relevant international conventions in a complete, accurate and good faith, jointly maintain the authority and effectiveness of relevant international conventions, and jointly safeguard the international maritime order based on international law.
