In 2017, Jintang County Urban Lighting Management Office was responsible for the implementation of the county's down-crossing tunnel fountain maintenance project. The estimated investment of the project was 199,794 yuan. According to the requirements of relevant documents, the government investment project should adopt a competitive negotiation method to determine the construction unit.

Gao Haijun, the director of the Urban Lighting Management Office of Jintang County at that time, directly assigned a certain pipeline company in Chengdu to be responsible for the construction of the project without going through the bidding process.

After the project is completed and the acceptance is completed, the competitive negotiation materials for the project will be supplemented.

Gao Haijun designated a construction company in violation of regulations, forged false materials afterwards, and violated work discipline.

　　2. Li Ning, a cadre of the Information Section of the Office of the People's Government of Shuangliu District, provides information and assistance for enterprises to obtain special subsidy funds and intervenes for profit.

From 2012 to 2013, Li Ning, a staff member of the Shuangliu County People's Government Office at the time, learned from an information service company Lin (a separate case handling) information about the introduction of relevant policies for the cultivation and development of special funds (hereinafter referred to as special funds). Introduce his relative Zhang Moujun and Lin Mou.

With Lin’s help, Zhang’s company managed to obtain relevant special funds, and Lin charged 30% of the introduction fee.

In March 2016, Zhong Moumou voluntarily resigned before the expiration of the labor contract. According to relevant regulations, he was not eligible for unemployment insurance benefits.

After resigning, Zhang XX, a staff member of the public service center (handled in another case), drafted the false certification materials of Zhong XX's "dissolution of the labor contract due to incompetence" and affixed the official seal of the office.

After that, Zhong Moumou used the above-mentioned false certification materials to illegally receive unemployment insurance benefits totaling about 35,000 yuan (in December 2019, all refunded after being found in the liquidation).

As the person in charge of the Public Service Center, Li Rong failed to discover and correct the false certification materials issued in a timely manner, causing others to receive unemployment insurance in violation of regulations and ineffectively performing supervisory duties.

Li Jie, the former staff member of the Housing Property Exchange Center of the Housing and Urban-rural Construction Bureau of Dujiangyan City, took advantage of his position to handle the qualifications for second-hand housing purchases in violation of regulations. From March to July 2019, Li Jie took advantage of his position in charge of second-hand housing purchase qualification review, alone or in collaboration with colleague Zhang (handled in another case), accepted the request of real estate agents and social personnel, and violated the rules for those who did not meet the qualifications to purchase a house. After passing the house purchase qualification review, Li Jie received 40,000 yuan in bribes individually and more than 320,000 yuan in bribes with his colleague Zhang. In August 2019, Li Jie took the initiative to surrender the case to the disciplinary inspection and supervision agency, and took the initiative to hand in the money involved in the case of 142,000 yuan in two batches before filing the case. In August 2020, Li Jie was expelled from the party and transferred his suspected crime to the procuratorial organ for review and prosecution in accordance with the law, and the property involved was also transferred. In December 2020, Li Jie was sentenced to three years in prison and fined 200,000 yuan by the Dujiangyan City People's Court for accepting bribes.
