Mexican President Andres Manuel Lopez Obrador, however, did not specify the date of the meeting.

"

Complex and difficult agenda

 "

Regarding the negotiations, Maduro said that a "

complex, difficult agenda

" is envisaged, but the groundwork has already been laid for the start of the dialogue. The Venezuelan leader has expressed his willingness to engage in dialogue with the opposition on several occasions. This was the case in mid-July, during a

meeting with parliamentarians

. After several boycotted polls, the Venezuelan president seems to want to ensure an opposition presence in the regional elections in November and recognition of the results by the international community.

There have already been talks between the government and part of the opposition, led by Juan Guaido, already under the aegis of Norway.

Juan Guaido,

who proclaimed himself interim president, has been declared legitimate president of Venezuela by some 50 countries which considered the

re-election of Nicolas Maduro in 2018

fraudulent

.

These discussions, in the spring of 2019,

were unsuccessful

but contact had not been broken.

Nicolas Maduro conditioned his participation in this new dialogue on the lifting of economic sanctions, including an embargo on Venezuelan oil.

Juan Guaido also said he was ready to sit down at the negotiating table with the Venezuelan government.

He demands an electoral calendar including presidential elections, in exchange for a "

gradual lifting

" of sanctions.

The United States and the European Union have already expressed their willingness to review execution measures if discussions for “credible” elections advance.
