Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of the Emirate of Dubai, issued Council Resolution No. (20) of 2021, amending some provisions of Executive Council Resolution No. (6) of 2016 regulating passenger transport by cars in the Emirate of Dubai Within the framework of the continuous modernization of the legislative system and the regulatory frameworks for the various vital sectors, to ensure the comfort of all members of society, and to consolidate Dubai’s position as the best city for life and work in the world, through the application of best practices that ensure the provision of high-quality and efficient services, according to the highest standards. global standards.

The provisions of Executive Council Resolution No. (20) of 2021 are applied in all parts of the Emirate of Dubai, including special development zones and free zones, including the Dubai International Financial Centre.

The new decision included the amendment of a number of articles of Executive Council Resolution No. (6) of 2016, which are represented in Articles (1), (2), (5) and (7). The amendment to Article (1) included amending the definition of some terms contained in the previous decision, while the new Article (2) included defining the competencies of the Public Transport Agency, affiliated with the Roads and Transport Authority in Dubai, the most important of which is deciding on requests for permits covered by the provisions of this decision, and issuing approvals for taxis licensed in other emirates, By re-transporting passengers from Dubai, in accordance with the conditions and procedures determined by the Roads and Transport Authority in this regard, determining the number of cars that any licensed company or institution in the Emirate may engage in the activity of transporting passengers by taxis and luxury cars, concluding concession contracts to provide services for this activity, and evaluating Its effects, in terms of efficiency, effectiveness, safety and quality, as well as the preparation and adoption of technical and safety standardsNecessary, to run taxis and luxury cars.

The decision also authorized the Public Transport Corporation to determine the necessary requirements to facilitate the use of taxis by people of determination, monitor the extent to which companies or institutions authorized to practice the activity comply with the terms of the permits issued by the Corporation, and concession contracts concluded with them, establish a database for the service of transporting passengers by taxis and luxury cars, and prepare Specialized studies to develop and improve this service in Dubai, and to hold the necessary training courses to qualify taxi and luxury car drivers.

The amendment to Article (5) of Resolution No. (6) of 2016, detailing a number of acts that it is prohibited to commit, and which constitute a violation of the provisions of this resolution, including: Carrying out an activity in the Emirate of Dubai before obtaining a permit to that effect from the Public Transport Corporation And driving taxis or luxury cars before obtaining a permit to do so from the institution, and passing the approved training courses in this regard, as well as prohibiting the decision to transport passengers in unlicensed cars to engage in the activity for a fee, and transporting passengers from Dubai to other emirates, before obtaining approval institution, or in violation of the conditions and procedures specified by the Roads and Transport Authority in this regard.

The prohibited acts mentioned in the decision also included: providing the service of transporting passengers by cars by means of communication, electronic media, smart applications, or any other means before obtaining a permit to do so from the Public Transport Corporation, as well as promoting this service in cars that are not licensed to practice the activity, or advertising Providing this service, whether by calling people or by any other means. The decision also prohibited the transportation of passengers by taxi without operating the meter at the beginning of each trip, or operating the taxi without a meter installed in it, or making any changes in the meter, with the aim of adjusting the tariff value. , In addition to operating luxury cars as taxis or vice versa.

The amendment to Article (7) of Resolution No. (6) of 2016 included violations and administrative penalties that are applied in the event of committing any of the prohibited acts, as the new resolution stipulates that the total value of fines imposed on the violator per year shall not exceed 30 thousand dirhams. , for violations committed by individuals, and 50,000 dirhams for violations committed by companies or institutions.

Resolution No. (20) of 2021 shall be effective from the date of its issuance, and shall be published in the Official Gazette.

Acts that are prohibited

The amendment to Article (5) of Resolution No. (6) of 2016 detailed a number of acts that it is prohibited to commit, namely:

■ drive taxis or luxury cars before obtaining a permit.

■ Transporting passengers in cars that are not licensed to practice the activity in return for a fee.

■ Transporting passengers from Dubai to other emirates before obtaining the approval of "Public Transport".

■ Provide passenger transport service by communication or electronic media before obtaining a permit.

■ Transporting passengers by taxi without turning on the meter at the beginning of each trip.

■ Operate luxury cars as taxis or vice versa.

• "Public Transport" is concerned with concluding concession contracts to provide passenger transport services and assessing their effects.

• Authorizing Public Transport to specify requirements to facilitate the use of taxis by people of determination.
