The city authorities "at numerous requests from businesses" postponed the introduction in Moscow and the Moscow region of the Comprehensive Information System "Taxi Performance Analytics" (CIS "ART").

Instead of August 1, it should start working on August 14. 

Under digital control

As explained to RT in the Department of Transport and Development of Road and Transport Infrastructure in Moscow, CIS "ART" does not carry anything fundamentally new, except that it collects into a single database and puts under digital control the fulfillment of existing requirements.  

First, the identification of the drivers.

Illegal migrants, people under 23 years old, with less than 3 years of driving experience will not be able to obtain an ID.

Formally, taxi companies today do not have the right to allow such drivers to carry passengers.

But it is easier to put up an automatic barrier than to carry out checks.

Secondly, control of the taxi driver's work and rest time.

After exceeding the established limit of work on the line, aggregators will simply stop transferring orders to the driver.

Thirdly, the very admission to the line.

The notes on the driver's medical examination and vehicle inspection before release to work, which are put on the waybill, now have to be entered into the system by the paramedics and auto mechanics themselves.

"Waybill will rise in price"

Daily check-up and check-up information is the simplest of all options.

“Formally, every taxi driver in the morning should come to the taxi station,” explains the coordinator of the “Blue Buckets” community, auto expert Peter Shkumatov.

- You cannot go home by taxi on personal matters, even on weekends.

Home storage of a taxi car is prohibited by law.

In the taxi company in the morning the car should be inspected by a mechanic, and the driver should be examined by a paramedic.

And both make the admission marks on the waybill.

Naturally, it doesn't work as prescribed.

Waybills with marks of representatives of accredited organizations for technical inspection and medical examination are bought immediately in a pack - 30 pieces for 1,500 rubles.

Now, when this information will have to be entered into the system on a daily basis, the electronic waybill will simply rise in price. "

According to the Moscow Department of Transport, since the beginning of this year, during joint traffic police and MADI raids in Moscow, more than 2,500 taxi drivers have been identified who have left the line without a medical and technical examination.

It turns out that a noticeable number of drivers save even these 1,500 rubles - they drive without any marks at all, believing that the probability of being hit by a raid is not very high.

But now this will not work: you will have to go through the inspection.

However, the Department of Transport hopes that the presence of an electronic mark should improve the situation.

“After an accident or other incident, there will be no need to request a waybill, to look for the person who signed the driver's release to the line - everything will be immediately visible.

This will increase the responsibility of the relevant organizations, "the ministry's press service explained to RT.

Public services for a migrant

According to aggregators, foreigners make up about 40% of connected taxi drivers.

This is the average statistic for all cities.

It can be assumed that the share of guest workers in the Moscow region is noticeably higher.

To obtain an ID in the "ART" CIS, you must be registered with public services.

For foreigners, an account on public services is also available.

To obtain it, you need to issue SNILS - visit the PFR or MFC branch.

In principle, the procedure is not particularly difficult, but dreary, especially for a migrant.

And most importantly, it is accessible only to those who have permission to stay and work in Russia.

Registration became available in June, but by the evening of July 30, according to the Department of Transport, only about 60 thousand taxi drivers passed it - out of 150 thousand officially working today in Moscow and the Moscow region.

According to a source from one taxi company, some drivers have already started renting their cars because they cannot process the documents for registration in the system.

Processing control

But the most important point of the new rules, problematic for taxi drivers, is control over processing by aggregators.

“According to statistics, the main number of road accidents in Moscow happens in the evening - at 20-21 o'clock there is a pronounced peak. People after work, tired, - explains Pyotr Shkumatov. - That is why standards for work and rest time have been established for professional drivers. None of the Moscow taxi drivers fit into these norms - we are driven by people with chronic, accumulated fatigue. They work, on average, more than 12 hours a day with one day off per week. With such a schedule, it is impossible to get enough sleep, to regain strength ”.

Shkumatov himself explains the reasons for the massive overwork: “At today's rates, for 8 hours of work, the taxi driver will pay off the rent, the maintenance of the car, and gasoline.

Perhaps he will be left for shawarma and tea in a bag.

But he won't bring money home.

Therefore, he needs these extra 4 hours. "

According to the expert, the average taxi driver can withstand this regime for no more than two years - 40% of the Moscow drivers are replaced annually.

Truckers' trucks are equipped with a tachograph - a special device for recording working hours.

You can stop the car on the road and see everything at once.

There are no such devices in taxis.

The taxi driver's working time is formally obliged to control his formal employer - the taxi fleet.

Aggregators (Yandex.Taxi, Citymobil, Gett, etc.) are not employers for a taxi driver.

Likewise, they are not subject to regulation by Deptrans.

However, they were forced to sign an agreement with Deptrans - to undertake a voluntary commitment not to transfer orders to a driver who does not have an ID, medical or technical inspection marks and who worked more than the prescribed hours a day.

It is clear that a decrease in the number of orders transferred does not promise anything but losses to the aggregator.

And they did not seek to sign the agreement.

The parent company of the aggregator is actively developing the project of unmanned vehicles - it tests them, including on the capital's roads.

And he hopes that Moscow will become the first region where such cars will be allowed for full-fledged operation.

The other two aggregators did not want to remain “socially irresponsible” against the background of Yandex. 

"By popular demand from business"

The launch of the system was planned for August 1.

On July 20, the Interregional Trade Union of Public Transport Workers "Taxi Driver" sent a letter to Prime Minister Mikhail Mishustin.

In it, the head of government is informed about the situation when, even before the creation of a common digital system for accounting for passenger transport at the federal level, the capital is launching its own system.

The trade union calls for the formation of a unified position: "to bring the legal framework governing the work of the CIS" ART "system in full compliance with federal legislation." The letter warns that "the premature launch of the KIS ART system from August 1 will lead to the collapse of the taxi market in Moscow and the Moscow region."

“The situation is stalemate,” Andrei Popkov, chairman of the Coordination Council of the Taxiist interregional trade union, explained to RT.

- This is not the case when a job has become unprofitable, and you can leave it and just do something else, get a job at a more profitable place.

For example, from August 1, stop being a taxi driver and go, say, to a construction site.

And what to do with the cars that many have bought and still have not paid off?

People have loans.

And there is no other work either.

Finding themselves in a desperate situation, people will simply come out to rallies. "

At the time of submitting the material, no response from Mikhail Mishustin to the letter was received by the trade union, but on the evening of July 30, the Moscow Department of Transport announced that the start of the system was postponed for two weeks.

“According to numerous requests from the business, KIS“ ART ”will be launched on August 14, while already from August 1, the priority in the distribution of orders will be given to registered drivers.

Yesterday we received an appeal from the Director of the TAMA Association, Deputy Chairman of the Transport Commission of the Public Chamber of Moscow, N.O.

Bludyan with a request to postpone the launch of the KIS "ART" due to the fact that there are individual entrepreneurs who cannot submit documents, as they are not in Moscow, "the ministry said in a press release. 

Rip off the yellow pasting?

The Department of Transport claims that, according to statistics, only 35 thousand taxi drivers work in the city at the same time.

“Today, waiting for an order takes a noticeable share, about 40% of the working time.

Due to the departure of even a small percentage of illegal taxi drivers, downtime will be reduced.

In addition, Order No. 424 of the Ministry of Transport of the Russian Federation states that the working day of a taxi driver can be increased if necessary, ”the press service explained.

The market participants themselves do not agree with the officials of the capital.

According to them, there are no problems with waiting for an order today.

How exactly events will develop, today no one can predict for sure.

Pyotr Shkumatov admits that if the aggregator does not find a free driver who has not worked out the time limit in the system, it will give the order to the one whose daily limit has already expired, but it will not transmit information about it to the ART CIS.

Already today, taxi drivers often use several accounts in aggregators at once: their own, and at the same time a couple of fellow countrymen.

Having traveled for the first 8 hours under one ID, it will switch to the second one.

And to check under which account the taxi driver is taking the passenger is not in the authority of the traffic police inspector.

In addition, official aggregators are not the only source of orders for a taxi driver.

Today, the so-called "telegram aggregators" are actively developing - channels in the messenger where you can drop your coordinates and call a taxi.

If the CIS "ART" system works as stated, then the market for alternative dispatching and aggregators will receive a new impetus for development. Many will simply remove the checkered stickers from their cars and go to the car service - to work without any ID on a call from the same gray aggregators. However, in this case, they will be deprived of the opportunity to drive on the dedicated lanes. If the number of drivers with checkered cars really decreases, then the rate of travel by a car that has the right to travel on a dedicated lane will actually increase. And in parallel there will be a cheap offer from the rest of the "bomb". However, we have already gone through this once.
