In his appeal, the legislator noted that currently the legislation defines a list of places where public events are prohibited: border zones, areas near ships, buildings of emergency operational services, hazardous industrial facilities, etc.

“I ask you to assess the feasibility of expanding this list, namely the inclusion of territories directly adjacent to educational institutions, in the number of places where public actions are prohibited,” the text of the appeal says.

The legislator added that children studying in these institutions, including many freshmen, are still minors who do not have an active electoral right.

At the same time, a rally or demonstration in the immediate vicinity of a school or university can interfere with the learning process of children, and a mass gathering of people can pose a physical threat to minors.

Earlier, Fedorov proposed to limit those involved in extremism in the right to organize rallies.
