Mohammed bin Rashid issues a decree on the "Dubai Autism Center"

In an effort to enhance Dubai’s position and make it a leading center worldwide in the field of providing special education programs and specialized treatment services for individuals diagnosed with autism spectrum disorder, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, may God protect him, issued a decree in his capacity as Ruler of the Emirate Dubai, Decree No. (26) of 2021, regarding the Dubai Autism Center.

In implementation of this decree, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of the Emirate of Dubai issued Council Resolution No. 22 of 2021 appointing the Chairman and members of the Board of Directors of the Dubai Autism Center, headed by Hisham Abdullah Al Qassim, and the membership of Sheikha Dr. Alia bint Humaid Al Qasimi, Dr. Hind Abdul Wahid Al Rostamani, Sami Yaqout Al Riyami, Salih Khalifa bin Dhiban Al Falasi, and Dr. Sheikha Ahmed Al Raisi, in addition to the membership of the Center’s Executive Director who is appointed by a decision issued by the Chairman of the Board of Directors.

The center aims, in accordance with Decree No. (26) of 2021, to contribute to coordinating and directing regional efforts related to the definition of autism spectrum disorder and awareness of its symptoms and the requirements of appropriate dealing with individuals diagnosed with this disorder, and to make the emirate a leading center at the level of special education programs in the world in the field of providing special education programs and services Accredited specialized rehabilitative treatment for individuals diagnosed with autism spectrum disorder, as well as raising society's awareness of the needs of people with autism spectrum disorder and their families, and integrating them into society by enabling them to reach their full potential through the best accredited international rehabilitation treatment programs and special education programs.

The decree defined the functions of the Dubai Autism Center, the most important of which are: setting the necessary policies and strategic plans to confront autism spectrum disorder in coordination with the concerned authorities in the emirate, preparing research and studies aimed at knowing the reality of this disorder, and providing the necessary clinical services for diagnosis, detection and evaluation for all children referred to the center, in addition to Providing specialized care services and various treatment programs by specialists working at the center and facilities designed with international standards, which enable to give these people the factors they need to reach the highest levels of independence in society, and to provide educational and extracurricular programs within the framework of the curriculum and the educational philosophy Educational programs that suit the needs of students diagnosed with autism spectrum disorder, and that are compatible with international standards and the national policy in the field of special education.

The center also specializes in preparing and qualifying national cadres specialized in the treatment and rehabilitation of individuals diagnosed with autism spectrum disorder, coordinating in this regard with the concerned authorities inside or outside the emirate, and establishing partnerships with local, regional and international agencies specialized in the center's field of work, and coordinating with them in Everything related to achieving the goals of the center, and collecting donations for the benefit of the center, in accordance with the legislation in force in the emirate.

Board duties

By virtue of this decree, the Board of Directors of the Center is considered the supreme authority supervising the Center, and is responsible for the following tasks: drawing up and approving the strategic direction and general policy of the Center, and its strategic, development and operational plans, supervising their implementation, approving the necessary policies and strategic plans to confront autism spectrum disorder, and submitting them to the Council. Executive Director of the Emirate of Dubai for approval.

The Board of Directors is also responsible for proposing legislation related to autism spectrum disorder, coordinating in this regard with the competent authority in the emirate, approving bylaws, regulations and decisions related to organizing the work of the center in the administrative, financial and technical aspects, as well as evaluating and following up the performance of the executive body of the center, and setting controls for collecting The Center and its disbursement for the purposes assigned to it, in accordance with the legislation in force in the Emirate.

The Executive Body of the Center

The Executive Director of the Center shall be appointed pursuant to this Decree by a decision issued by the Chairman of the Board of Directors. The Executive Director shall be directly responsible before the Board of Directors for carrying out the tasks entrusted to him under this Decree and the decisions issued pursuant thereto and the legislation in force in the Emirate, and what is assigned to him by the Board of Directors. The Executive Director, and a number of technical and administrative employees, and undertakes the task of carrying out operational and technical work, and providing administrative and technical support to the Board of Directors.

The decree obligated all government agencies in the emirate to cooperate fully with the center, to enable it to carry out the tasks and powers entrusted to it under this decree and the decisions issued pursuant thereto.

The Chairman of the Board of Directors shall issue the necessary decisions to implement the provisions of this Decree.

The center's financial resources consist of financial allowances for services and programs provided by the Dubai Autism Center, grants, gifts, donations, bequests and endowments that the Board of Directors agrees to accept, and any other resources approved by the Executive Council.

This Decree replaces Decree No. (21) of 2001, according to which the Dubai Autism Center was established, and repeals any provision in any other legislation to the extent that it contradicts its provisions, provided that the resolutions and regulations issued in implementation of Decree No. (21) of 2001, to The extent to which they do not conflict with the provisions of this decree, until the issuance of decisions and regulations that replace them.

Decree No. (26) of 2021, and Executive Council Resolution No. (22) of 2021, shall be published in the Official Gazette, and they shall come into force from the date of their publication.
