The corresponding search will be carried out within the framework of the project on strengthening decentralization and reforming public administration in the country, follows from the text.

As specified, the project is aimed at ensuring the "effective work" of the system of Ukrainian local government, which meets EU standards.

“In this regard, the Council of Europe is looking for performers in order to provide intellectual (consulting) services in the development of management of large cities of Ukraine,” the document says.

It is assumed that the specialists who passed the competitive selection by the end of 2022 will have to implement about 50 different events.

In particular, they may be asked to provide legal and political advice, prepare the necessary reports, take part in various kinds of meetings or conferences.

In addition, future contractors may be invited to participate in organizing events "to build the capacity of people inclined to unite the inhabitants of various agglomerations of Ukraine" or to provide "support" to the recently united communities.

The Council of Europe is ready to allocate up to € 55,000 for the work of specialists.

In April, it was announced that the Council of Europe plans to hire consultants to create TV programs and promo videos about the winners of the 2020 National Best Local Governance Practices competition.

Vladimir Olenchenko, senior researcher at the Center for European Studies at the IMEMO RAS, in an interview with RT, called such intentions slyness.
