The "Measures" deleted the concepts of urban and rural subsistence allowances, and all regulations no longer distinguish between urban and rural areas. The unified standard is the "minimum living guarantee".

  Zhang Zaigang, deputy director of the Department of Social Assistance of the Ministry of Civil Affairs, introduced that the "Measures" have several features and highlights. One is to moderately expand the scope of subsistence allowances.

According to local practice exploration and actual needs, the "Measures for Review and Confirmation" clarified that seriously ill and severely disabled persons in marginal families of the subsistence allowance can individually apply for the subsistence allowance.

Among them, families on the margins of subsistence allowances generally refer to families that do not meet the minimum subsistence allowances, their per capita income is 1.5 times lower than the local minimum subsistence allowances, and their property status meets relevant regulations; critically ill persons refer to those with severe illnesses recognized by local authorities. People with extremely serious illnesses; Severely disabled people refer to first- and second-degree severely disabled persons, third-level intellectually disabled persons, and third-level mentally disabled persons who hold the People's Republic of China Disability Certificate in families on the margins of the subsistence allowance.

  The second is to accelerate the overall urban and rural development of the subsistence allowance system.

In order to adapt to the new requirements of the household registration system reform and accelerate the overall development of the subsistence allowance system in urban and rural areas, the "Verification and Confirmation Measures" deleted the concept of urban and rural subsistence allowances, and all regulations no longer distinguish between urban and rural areas, and are unified as the "minimum living allowance" .

In order to implement the relevant requirements of the “decentralization, management and service” reform, the "Audit and Confirmation Measures" streamlined and optimized some of the audit and confirmation procedures to improve the efficiency of subsistence allowances.

For example, regulations have been made for the decentralization of the power of subsistence allowance review and confirmation to the township people's government (sub-district office), the democratic review process is simplified, and the time limit for handling is specified.

  The reporter also learned from the Ministry of Civil Affairs that as of the end of June 2021, there were 43.111 million people living in urban and rural areas, including 7.731 million people in urban areas and 35.38 million people in rural areas.

The national minimum living standard in urban areas reached 694 yuan/person·month, and the minimum standard in rural areas reached 6,150 yuan/person·year, an increase of 6.4% and 8.4% respectively over the same period of the previous year.

A total of 91.58 billion yuan has been spent on subsistence allowances from January to June 2021.
