Procés The failure of Jaume Giró with the guarantees of the Court of Accounts opens the first crisis in the Government of Catalonia
Justice The Court of Auditors questions the endorsement of the 'Catalan ICO' and prepares the seizure of assets to the leaders of the 'procés'
The Court of Auditors appreciates indications of illegality in the endorsement presented by some thirty independentistas provided by the Catalan ICO and requests a report from the
State Bar
. The instructor delegate,
Esperanza García
, concludes, after seeing the documents, that there are "doubts about the legality and sufficiency" in the guarantees presented by the
Institut Català de Finances
(ICF), as they assure

sources of the State supervisory body.
He questions, as this newspaper has already been publishing, that "the damaged Administration itself can protect possible accounting responsibilities committed by fraud or gross negligence."
Therefore, the Court of Auditors has decided to request a report from the State Attorney of the body to rule on whether such a guarantee is acceptable as a surety.
The investigating delegate claims 5.4 million euros in bail for embezzlement in the foreign network of the
procés
and has questioned that this can be covered with the aforementioned public funds.
The ball thus passes to a body dependent on the central government, although its report will not be binding on the Court of Auditors, which may decide to reject the bond even if the State Attorney accepts it.
Court sources have already indicated to this newspaper from the beginning that the fact that the Generalitat endorsed those who have embezzled public funds from their own coffers would constitute "a fraud of the law."
The former presidents of the Generalitat Carles Puigdemont and Artur Mas or the former vice president Oriol Junqueras are among those who have availed themselves of the guarantee to try to serve as a guarantee with which to avoid the seizure of their assets.
The deadline ended at midnight on Monday and the Court of Auditors will now wait to decide whether to definitively reject the guarantee and they must present other types of assets if they want to avoid the seizure.
Artur Mas has already declared that he has prepared "a plan B".
