Three independent members of the governing board of

the Catalan Institute of Finance (ICF)

, Francesc Casas, Mercedes Domingo and Virginia Verger, resigned from their positions before this body approved to activate the

guarantee of the 5.4 million euros

that the Court of Accounts claims 34 former senior officials of the Generalitat.

The ICF Governing Board -the equivalent of a bank's board of directors- approved last Wednesday, the 21st, to activate the mechanism provided for the Generalitat's financial institution to present the guarantee for those indicted by the Court of Accounts for having

promoted the process abroad

.

The independent directors Francesc Casas, Mercedes Domingo and Virginia Verger left their position before this vote, which was finally approved with a divided ICF, as advanced by 'La Vanguardia' and sources close to the entity have confirmed to EFE.

These three members

no longer appear on the ICF website,

whose address had to be renewed in the coming days.

The position of president of the ICF is still held by Albert Castellanos, who was secretary general of the Department of the Vice Presidency and Economy and this legislature is secretary of Business and Competitiveness, while the CEO is Víctor Guardiola.

After these three resignations, the governing board now has six members, three of them independent (Rafael Abella, José Luis Peydró and Abert Vilumara) and three other Sunday directors (Lluís Juncà, Meritxell Masó and Matilde Villarroya), that is, proposed by the Generalitat.

The operation to guarantee the defendants by the ICF

had been ruled out

at first to prevent the initiative from leading to legal problems for the members of the governing board.

However, the Minister of Economy,

Jaume Giró

, rectified and decided that the ICF would be the body that would sign the guarantee, after it found no private bank that was willing to guarantee the guarantees.

This option was approved by the ICF board on Wednesday night thanks to the casting vote of the president, Albert Castellanos.

According to the sources consulted, the CEO of the ICF, Víctor Guardiola, abstained, three of the members of the governing board - the representatives of the Generalitat - voted in favor of the operation and another three - independent - did so against.

Lluís Juncà, an ERC position in the Generalitat who is also a member of the ICF governing board, did not participate in the vote for the independents to be a majority - four to three - with respect to the members by political appointment.

That is why the

tie at three

in the vote was broken by Castellanos with his casting vote as president of the ICF governing board.

In this sense, sources close to the ICF question whether this vote had a sufficient quorum, taking into account the three resignations.
