In 2018, Beijing issued the "Three-year Action Plan for Optimizing and Upgrading Public Services and Infrastructure in Tiantongyuan District of Huilongguan (2018-2020)" to make up for the shortcomings of local public services and infrastructure.

Promote the construction of 15 primary and secondary schools and kindergartens including the second phase of Changping School, the middle school affiliated to Renmin University of China; start the construction of 8 planned primary and secondary schools and kindergartens including the second phase of the Tiantongyuan campus of Tsinghua Affiliated Primary School.

After completion, more than 20,000 kindergartens and primary and secondary school degrees will be added.

  The new round of action plan proposes to continue to deepen the innovation of social governance of "returning to heaven", and carry out systematic deployment in terms of strengthening the leadership of party building, strengthening multi-party participation, expanding residents' co-governance, and strengthening scientific and technological support.
