The National Defense General Working Group inspected the situation of the Guojiazui Reservoir and the Changzhuang Reservoir, the operation of the Middle Route of the South-to-North Water Diversion Project, and the waterlogging situation of the Shakou Road Station of Zhengzhou Metro Line 5 on the spot, and coordinated the 34 Chinese Aneng rescue team to go there. Guojiazui Reservoir supported the work of eliminating dangers, and 88 people carried 29 sets of equipment to the Yellow River levee to prepare for work.
At the rescue site of Guojiazui Reservoir, the working group pointed out that it is necessary to promptly implement emergency relief of the reservoir, give full play to the role of China Aneng's professional rescue personnel, excavate the drainage channel as soon as possible to reduce the reservoir water level, and ensure the safety of Zhengzhou City and the middle line of the South-to-North Water Transfer Project.
At the same time, it is necessary to set up observation posts to scientifically eliminate risks under the premise of ensuring the safety of rescue personnel to avoid casualties.
It is necessary to strengthen the investigation of hidden dangers of reservoirs in the whole province, especially for the reservoirs without spillway, to immediately take corrective measures.
In response to the suspected piping danger on the back slope of the main dam of Changzhuang Reservoir, the working group requested that authoritative experts be organized for scientific consultations to find out the cause of the danger, and no hidden dangers are left. At present, inspections and defenses must be strengthened, and the danger should be dealt with immediately.
Pay close attention to the addition of hydrological stations in the upper reaches of the reservoir, and strengthen monitoring, forecasting and early warning.
The working group emphasized that it is necessary to properly resettle the displaced people to ensure that the affected people have food, clothing, clean water, safe housing, and timely treatment of illnesses, so that the order of production and life can be restored as soon as possible; it is necessary to find out underground spaces and depressions. Wait for the stagnant water, scientifically formulate a drainage plan, and take multiple measures at the same time to grab the drainage; it is necessary to restore electricity, transportation and communication as soon as possible to restore normal production and life in urban and rural areas as soon as possible; it is necessary to do a good job in hygiene and epidemic prevention, organize timely elimination, and strictly implement the new crown pneumonia epidemic prevention Control measures to ensure "zero epidemics" in the disaster areas.
