“The proposal to carry another diagnostic card with you and present it to the inspector is strange,” Kadakov expressed his opinion.

Since, as the specialist added, on the one hand, there is a trend towards digitalization in all areas, and, on the other hand, there is a proposal to oblige the driver to carry unnecessary documents.

“Not to mention the fact that in this case it is not clear how they will be fined for the same violation.

If the inspector issued a fine to a person for the lack of a diagnostic card, and then he still fell under the camera on the same day, for example.

Will there be two penalties for the same violation? "

- said the expert.

He noted that since the project was prepared with the participation of maintenance operators, "the interested party is clear here."

"But I think that you need to look not from the point of view of maintenance operators, but from the point of view of drivers and real safety," the interlocutor of RT concluded.

Earlier, as reported by Kommersant, in an alternative plan, which, as specified, was prepared with the participation of maintenance operators, the Federation Council proposes to maintain mandatory technical inspection, tightening the existing rules.

In particular, it was proposed to postpone the entry date of amendments to the Administrative Code, according to which, if the diagnostic card confirming the passage of MOT is not issued, the owner will receive a fine of 2 thousand rubles when fixing a violation by a road camera, from March 1, 2022 to October 1, 2021 ...

At the same time, it is proposed to make one more change: to oblige drivers to carry the recreation center with them and present it to the inspector.
