After investigation, some grain stations illegally occupy the intermediate price difference by forging the purchase certificate and falsely reporting the grain grade. For example, Gao Shilin once used the third-class grain to settle with the farmers and the second-class grain with the head office, and the difference was more than 100,000. yuan.

  Why can seemingly simple and straightforward corruption be able to succeed again and again?

According to expert analysis, the main reason is the chaotic internal management of some grain stations, especially the greater autonomy in grain procurement, storage, and sales.
