  The "Measures" clearly stated that Beijing will establish a three-level management system consisting of the Beijing Municipal Human Resources and Social Security Bureau, competent units, and employers, and implement precise introduction and hierarchical management of graduates.

  It is understood that non-Beijing resident graduates who are listed in the national unified enrollment plan, have no labor (recruitment, employment) relationship with any unit during their highest academic qualifications, and obtain academic degrees on time, are all within the scope of introduction.

At the same time, graduates who are employed for the first time within two years of graduation will also be implemented.

Introduce graduates to protect the needs of urban development

  The "Measures" clearly stated that the introduction of graduates focuses on supporting the city’s development strategy, implementation of major plans, and construction of major projects; ensuring basic needs in public service areas such as education, health, culture, sports, and urban operation; supporting the development of suburban areas, difficult industries, and grassroots ; At the same time, refer to the demand of the year and the training and retention of graduates introduced in previous years.

Each district focuses on the positioning of regional functions, and comprehensively considers the development prospects of the employer, the contribution of finance and taxation, the employment of employment, and the training of graduates to retain the graduates, etc., to allocate indicators.

  The "Measures" clarify that for graduates who start a business during school or during their leave of absence, if the graduate himself is the promoter or main founder of the entrepreneurial enterprise, and the proportion of shares held by himself is not less than 10% when the enterprise is founded, the entrepreneurial enterprise is also a priority For industries that have developed that have outstanding achievements in innovation and entrepreneurship or in stimulating employment, they can also apply for introduction.

Clarify the employers and the conditions for introducing graduates

  According to the "Measures", employers that introduce graduates must meet four conditions:

  One is to register in the administrative area of ​​Beijing;

  The third is to have the authority to manage personnel files or entrust the city's human resources service agencies to manage files and handle the registration procedures;

  The fourth is the entry requirements for employers in the region (system) stipulated by the competent unit.

  For graduates, the majors they study should meet the needs of the employer’s main business development and have a high degree of matching with the positions.

  In principle, undergraduate students should not exceed 26 years of age, master students should not exceed 30 years of age, and doctoral students should not exceed 35 years of age.

At the same time, one of the following conditions should be met:

  The second is the undergraduate graduates of universities in Beijing area and "double first-class" construction universities outside Beijing;

  Third, screenwriters, directors, actors, stage technology and other positions in the cultural industry can introduce undergraduates from art colleges approved by the Ministry of Education that can independently set up undergraduates;

  Fourth, athletes, coaches, event operations and other positions in the sports industry, which can attract undergraduate graduates from national professional sports colleges;

  Fifth, teachers in suburban primary and secondary schools and kindergartens can introduce undergraduate graduates from provincial normal universities or other normal universities;

  Sixth, medical, pharmaceutical, nursing, and technical positions in the suburban medical and health system can introduce provincial-level medical college graduates, and the medical, pharmaceutical, and technical positions in the Beijing medical and health system can introduce undergraduate graduates who have passed the standardized training of resident physicians.
