The validity of passports, which must be replaced when a citizen reaches the age of 20 and 45, has been extended by 90 days.

This information is contained in a government decree signed by the head of the Cabinet of Ministers Mikhail Mishustin.

It is noted that under the existing procedure, a citizen is issued a temporary identity card at the time of making a new passport.

However, such a document provides for restrictions, in particular, with its help it is impossible to issue a loan at a bank or register on the portal of public services, the government noted.

The Cabinet of Ministers explained that the new decree will avoid such inconveniences.

“Now the passports of citizens who turn 20 or 45 years old will remain valid until the day a new passport is issued, but no more than 90 days after reaching this age.

That is, there is no need to urgently re-register the document immediately after the birthday, ”the government’s website said in a statement.

In addition, according to a government decree, from July 1, 2022, a Russian passport will be issued no more than five working days.

“Another change approved by the government will take effect from July 1, 2022.

From that moment on, the period for issuing a Russian passport will be no more than five working days, regardless of whether the application is submitted at the place of residence or at the place of stay, ”the message says.

As emphasized in the statement of the Cabinet of Ministers, at the moment the period for issuing a passport is ten days if the documents are submitted at the place of residence, and 30 days in all other cases.

We add that another document is under consideration, making changes to the Russian passport.

So, on March 26, a draft law developed by the Ministry of Internal Affairs was posted on the portal of regulatory legal acts, which changes the provisions on the passport of a citizen of the Russian Federation established by a government decree of 1997.

The authors of the initiative believe that this "will contribute to the simple perception of the necessary information by citizens, which ultimately will increase the comfort of the legal regime for documenting citizens of the Russian Federation."

In April, the Ministry of Internal Affairs clarified that if the document was adopted, the Russians would not have to change their identity cards.

At the same time, the bill itself is still under consideration.

Electronic passports

On December 1, a pilot launch of the e-passport system will begin in Russia.

The document will be executed in the form of a plastic card containing an electronic data carrier.

Personal and biometric data of a citizen will be stored on the card.

Optionally, you can also place an electronic signature.

Residents of Moscow will be the first to receive a digital identity card.

As the Ministry of Internal Affairs explained in response to a request from RT, in other regions this service will become available as soon as it is technically ready, but no later than July 1, 2023.

It is expected that at least 100,000 people will receive e-passports at the initial stage.

The issuance of electronic passports will be carried out on a voluntary basis to citizens from the age of 14 without any priority order of receipt.

The electronic document will be equal in status to valid paper passports, and will also have enhanced security features, including cryptographic ones.

It is also known that the procedure for obtaining an electronic passport will practically not differ from the process of issuing a paper identity card.

To issue a PEN, Russians also need to carry out digital photography and scan of two fingerprints.

In addition, in 2021-2022, along with the electronic passport, a mobile application will be introduced - the so-called mobile identity of a citizen.

You can install and activate it through the biometric booth in the MFC.

The application can be used to log in and make transactions on the portal of public services, when contacting the MFC and even when concluding various contracts, including labor or paid educational services.

Along with this, users of a mobile identifier can no longer show their paper passports if they need to issue a pass to a building, buy a SIM card, or prove their age when buying tobacco or alcohol.

The ministry promised that the list of available services for holders of electronic passports will expand.
