In 1997, at the second joint meeting of Minning Poverty Alleviation Collaboration, Juncao Technology was listed as a Minning Poverty Alleviation Collaboration Project.
Lin Zhanxuan, then director of the Juncao Research Institute of Fujian Agricultural University, and his team members traveled thousands of miles and brought 6 boxes of Juncao seeds to Pengyang County, Guyuan City to promote Juncao technology.

In October 1998, Fujian Agricultural University proposed to the Fujian Provincial Government to implement comprehensive management of the ecological environment of small watersheds in Ningxia using a number of technologies including Juncao technology.

In recognition of Lin Zhanxi’s achievements in Juncao scientific research, in June 2000, the Fujian Provincial Government awarded Lin Zhanxi a first-class contribution.

The person who wrote the application was a disabled person. He was Xin Baotong, a farmer in the second group of Xinping Village, Shenlin Township, Longde County, Ningxia. In 2013, a sudden illness put Xin Baotong into trouble.
In order to treat the illness, the family owed a foreign debt of 200,000 yuan, but his condition did not improve, and his lower body was paralyzed a year later.
Misfortunes never come singly. Xin Baotong’s father was paralyzed in a car accident, and the burden of the family rested on his mother alone.
Seeing that there are many disabled people in Longde County who need help, Fan Xueshuang and other Fujian-aided Ning cadres raised funds in various ways and established Ningxia’s first county-level care and entrepreneurship service center for the disabled in Longde County, through government purchases of services, etc. Help the disabled.
Xin Baotong and his parents became the first beneficiaries to live in the childcare and entrepreneurship service center, and also founded the "Longlongshu" brand for poverty alleviation and assistance with other disabled persons.
"When I got my first month's salary, I gave the money to my mother. She held me and cried." Xin Bao recalled with tears.
With the support of Fan Xueshuang, in 2019, Xin Baotong founded the Ningxia Longlong Potato Minning Disabled Business Center, which mainly sells Ningxia agricultural and sideline products.
In less than two years, the business center achieved sales of 23 million yuan and distributed 1.86 million yuan in dividends to the 2390 poor and severely disabled people in the county.
At the 2018 Symposium on Targeted Poverty Alleviation, Fan Xueshuang, as the representative of the Poverty Alleviation Cooperation between the East and the West, reported to General Secretary Xi Jinping on the work situation.
