The Roads and Transport Authority has announced the launch of a tender for the implementation of three integrated truck rest stations, in partnership with the private sector. The agreement takes into account all the provisions of the Dubai Public-Private Partnership Law No. (22) of 2015, and the stations are distributed over vital sites located in the first On Sheikh Mohammed bin Zayed Street near the third Jebel Ali Industrial Area in the direction of the Emirate of Abu Dhabi, the second on Emirates Street near the entrance to the Emirate of Sharjah, and the third in Dubai Industrial City near Sheikh Mohammed bin Zayed Street.

The Director-General and Chairman of the Board of Executive Directors of the Roads and Transport Authority, Mattar Mohammed Al Tayer, said that the implementation of the project will be in partnership with the private sector through a commercial model through which the investor will design, build, finance, operate and transfer the ownership of the truck rest area with all its facilities to the Authority after the expiry of the contract period, which ranges from 25 to 30 years, noting that the authority provides, through this project, a long-term investment opportunity for the private sector, to add innovative and smart services, and diversify sources of revenue, in order to achieve the main objectives of partnership projects between the public and private sectors, noting that the opportunity is available to local and international companies. He added: The area of ​​the first site, which is located near the third Jebel Ali Industrial Zone towards the Emirate of Abu Dhabi, is 100,000 square meters, and can accommodate a number ranging from 170 to 200 trucks, while the area of ​​the second site, located on Emirates Road near the entrance to the Emirate of Sharjah, is 70,000 square meters, and can accommodate a number ranging from 130 to 150 trucks. As for the third site, it is located in Dubai Industrial City, near Sheikh Mohammed bin Zayed Road, and covers an area of ​​50,000 square meters, and can accommodate a number of 90 to 100 trucks. The stations to be built include a package An integrated set of services that meet all the basic and daily needs of truck and heavy vehicle drivers, such as specialized technical inspection centers for heavy vehicles, maintenance service centers, stores, restaurants, shops, and rest areas.

Al Tayer stressed that the Roads and Transport Authority has drawn up plans to implement permanent and temporary rest stops for trucks to solve the problem of parking on main roads and residential areas, and to meet the increasing demand for truck stops, as the number of truck trips in Dubai is about 375,000 trips per day, during which they transport nearly five million tons, and contribute The stations raise the level of traffic safety, and it is expected that these breaks will contribute to reducing the percentage of accidents caused by fatigue that may affect truck drivers as a result of driving for long periods, and contribute to increasing the flow of traffic during times of ban on trucks that will stop in these breaks until the end of those breaks. The Authority seeks through the implementation of this project to increase the participation of the private sector in implementing infrastructure projects and providing services.

He added: The project comes within the framework of the authority’s participation in offering investment opportunities that contribute to revitalizing the economic movement in the emirate and achieving mutual benefit represented in enabling investors to achieve profitable returns on their investments and to continue implementing projects to develop roads and transportation infrastructure that enhance the emirate’s leadership in this vital and important sector, which It is considered the backbone of the economy. The project also contributes to improving the quality of public services, transferring knowledge, experience and innovation from the private sector to the public sector, in addition to training and qualifying government agency employees to manage and follow up on this type of long-term investment projects.

The Director General and Chairman of the Board of Executive Directors stressed that the Roads and Transport Authority (RTA) gives the logistics transport sector a great priority due to its role in developing the economic and commercial movement and supporting the Dubai Silk Line initiative, noting that the Authority, in cooperation with the concerned authorities, carried out a comprehensive study of truck traffic in Dubai, which included field surveys and interviews. Workshops and technical analyzes that resulted in determining the locations required for truck rest areas, and developing a model to analyze the traffic and financial impacts of truck ban policies, times and paths. It also studied and evaluated various engineering and traffic solutions, in addition to studying the organizational and structural aspects related to managing the movement of trucks and goods in Dubai.
