The Government has taken a further step in prison policy on ETA prisoners and has put an end to dispersal.

All ETA prisoners have been taken to prisons in the north and, furthermore, they have already left Andalusian prisons.

For decades, the different executives concentrated in the prisons of El Puerto de Santa María the ETA prisoners considered the toughest.

As of today, that situation has ended.

The Ministry of the Interior headed by Fernando Grande-Marlaska reported on Thursday the transfer of seven other prisoners from the terrorist organization.

Three of them directly to prisons in the Basque Country.

The other four, to centers near this autonomous community.

Among the terrorists close to Basque prisons is

'Txikito', to second grade

Iñaki Bilbao Goicoetxea,

, is one of the prisoners who benefits from the prison policy of the Pedro Sánchez Government, since he will leave the Puerto III Penitentiary Center in Cádiz to go to Topas, in Salamanca.

He entered prison on March 31, 2002 and is serving a sentence of 68 years and seven days for the murder of councilor

Penitentiary Institutions, in addition to transferring him from jail, has arranged his progression to second degree at the proposal of the Puerto III treatment board.

Iñaki Bilbao has a history of prison incidents, hunger strikes - the last in 2020 - and direct threats to several judges, which is why he was convicted.

is a prominent member of the Movement for Amnesty and Against Repression (ATA).

With this decision, the 192 ETA prisoners serving sentences in Spain are currently in prisons located between Madrid and the north of the peninsula.

With Sánchez, 247 transfers

"All the prisoners are already in prisons from Madrid upwards, there are no longer any in any jail south of the capital," says the Association of Victims of Terrorism (AVT), which has censured the end of the policy of dispersion without requiring collaboration with Justice.

In addition, the AVT regrets that the end of the dispersal comes with the transfer of Iñaki Bilbao, recalling his statements that he would attack again.

The association fears that the decision to advance those convicted of terrorism to the second degree anticipates "impunity" through permits, parole "or even pardons."

According to AVT data, with the arrival of Pedro Sánchez to the Government in June 2018, a change in prison policy was promoted that has led to 247 transfers corresponding to 201 ETA members.

66 approaches have been approved to the Basque Country or Navarra, of them 13 for third grade and 7 for illness.

Grade progressions

There are 96 terrorists who have benefited from the prison change, accumulating 295 victims in 215 attacks.

During this time, 22 progressions to the third degree have also been approved, with practically all of the rest passing to the second degree or ordinary regime, which allows requesting prison permits in compliance with the legislation.

The AVT has recorded a dozen ETA members who have not been transferred in the three years of Pedro Sánchez's government, although all of them were already either in the Basque Country or in prisons located in the northern half.
