RT got acquainted with the corresponding document sent by Tarasov to Myasnikovich.

As Tarasov recalled, the EAEU member states independently determine the extreme age threshold for classifying citizens as “youth”. 

So, for example, at present in Belarus citizens under the age of 31 are considered youth, in Kyrgyzstan - 28 years, in Russia - 35 years.

At the same time, in some countries of the union, in particular in Armenia and Kazakhstan, proposals are made to raise the age of young people, Tarasov added.

This happens, among other things, due to an increase in the overall life expectancy, as well as due to restrictions on citizens' entry into social support programs, the text says. 

According to Tarasov, the current situation discriminates against young people by age, hindering their further and planned social maturity.

“In order to synchronize efforts in the development of youth policy in the EAEU zone, expand the range of joint youth programs to support employment, help young families and others, we propose to consolidate a single age threshold for the category of“ youth ”at 35-40 years in all member states of the Union, based on the latest recommendations of the World Health Organization and internal tendencies of the Commonwealth countries, ”he said.

According to Tarasov, such a measure will contribute to the development of young specialists, as well as the unification of states to develop "the most promising segment of the population and determine the needs of a generation."

On December 30, 2020, Russian President Vladimir Putin signed the law on youth policy, which fixes the age of Russian youth up to 35 years old.

In addition, the document at the federal level defines such concepts as “youth”, “young family”, “youth policy” and “youth public associations”.
