Considering that the prices of agricultural materials such as chemical fertilizers and diesel fuel have risen significantly since the beginning of this year due to the increase in commodity prices, the current period is at the critical period of summer harvest and summer planting. While supplying the domestic market, based on the reality of my country's developing countries, and based on the rising prices of major food crops and agricultural materials, the central government has allocated about 20 billion yuan of funds to provide one-time subsidies to actual grain farmers to stabilize farmers' income.

Subsidy funds should be paid out quickly and not miss the farming time.

  In order to help farmers withstand disasters and other risks and stabilize the income from growing grains, the meeting decided that this year, in 13 major grain-producing provinces across the country, 500 grain-producing counties will implement full cost insurance for rice and wheat planting, covering direct seeds, pesticides, and fertilizers. Material and chemical costs, land and labor costs, make up for losses caused by natural disasters, plant diseases and insect pests; implement corn planting income insurance to make up for losses caused by price and output fluctuations.

The two kinds of insurance protection levels can reach up to 80% of the income from the cultivation of the corresponding varieties, and the insurance premium rate is determined according to the principle of guaranteed meager profit.

Next year, it will be extended to all major grain-producing counties in the main producing provinces.

Increase financial subsidies for insurance premiums, including provincial financial subsidies not less than 25%, and central government subsidies for the central, western and northeastern regions by 45%.

  The meeting pointed out that last year's financial institutions' fee cuts and profit-sharing effectively supported the development of market entities' relief efforts.

This year, we will continue to give full play to the role of financial institutions and adopt six-fold fee reduction measures to help small and micro enterprises and individual industrial and commercial households reduce costs and reduce the transmission pressure of upstream bulk commodity prices.

These include: encouraging the exemption of payment account withdrawal fees for small and micro enterprises, individual industrial and commercial households, reducing online payment merchant fees by 10%, reducing bank card transaction fees, and promoting the reduction or exemption of inter-bank transfer and remittance fees for small and micro enterprises. Handling fees for cross-bank cash withdrawals from ATMs, etc.

These measures are expected to reduce the burden of enterprises and the public by 24 billion yuan each year.

  In order to ensure the basic housing needs of new citizens and young people such as migrant workers, newly employed college students and other young people in the process of urbanization, the meeting determined that the first is to implement the main responsibility of the city government, encourage the participation of market forces, strengthen financial support, and increase rents below the market level. Third, from October 1st, housing leasing companies will apply the simple tax calculation method for renting houses to individuals, and pay value-added tax at a rate of 5% and 1.5%; for enterprises, institutions, etc., to individuals and specialized large-scale housing leasing companies For rented housing, real estate tax is levied at a reduced rate of 4%.

  The meeting passed the "Population and Family Planning Law of the People's Republic of China (Draft Amendment)" and decided to submit the draft to the Standing Committee of the National People's Congress for deliberation.
