Biden said this following a meeting with Russian leader Vladimir Putin in Geneva.

"I made it clear to him (Putin. - RT) that I believe that the consequences of this would be devastating for Russia," Biden said.

On January 17, 2021, Alexei Navalny was detained at Sheremetyevo airport after returning to Russia from Germany. 

The FPS stated that the reason for the detention was multiple violations of the conditions of the probationary period.

After meeting with Biden in Geneva, Putin noted that Navalny knew that he was violating the law in force in Russia, and was obliged to be noted as a person convicted twice on probation.

He also stated that Navalny deliberately went to be detained.
