On the 15th local time, US President Biden concluded the NATO summit and the US-EU summit schedule and set off for Geneva, Switzerland.

On the way, the United States introduced the preliminary arrangements for the meeting between the leaders of the United States and Russia in the form of "high-level government officials" and released three expectations.

The high-level official said that the United States hopes to achieve three "basic goals" through this meeting: First, it is clear that the United States and Russia can cooperate to promote each other's national interests and a series of tasks for global security.

The second is to clarify to the Russian side important areas that involve US national interests.

In these areas, Russia’s activities contrary to its interests will be responded to.

The third is to clearly state Biden's vision of "American values and priorities."

Biden and Russian President Putin will hold a bilateral meeting in Geneva, Switzerland on the 16th.

The Swiss government announced a few days ago that the venue for the meeting will be at Villa Lagrange, which overlooks Lake Geneva.

This villa was built in the 18th century and is located in a lakeside park.

A high-level US government official revealed that Putin and Biden will arrive at the meeting place at about 1 pm local time on the 16th. After a brief exchange with Swiss Confederation President Palmer, the two sides began formal talks.

The United States stated that the meeting lasted about 4 to 5 hours, first with a small-scale meeting of "President + Foreign Minister", and then a bilateral meeting with 5 officials from each side.

In February of this year, the United States and Russia extended the only arms control treaty between the two countries, the "New Strategic Arms Reduction Treaty," which will be valid until February 5, 2026.

The aforementioned US officials stated that strategic stability and cyber security will be important topics of the meeting.

"An important question that the two presidents are trying to answer through the talks is, what will happen after the New Strategic Arms Reduction Treaty?"

The official added that the United States will be flexible with regard to the timetable and form of reaching relevant arms control agreements.

Since May of this year, the private sector such as the U.S. pipeline company has been repeatedly ransomed by hackers.

A US official said, “Internet blackmail crime will obviously be an important topic tomorrow. The leaders of the two countries will also discuss broader cybersecurity guidelines and other issues.”

Regarding the Geneva meeting, both the United States and Russia played down the possible outcome of the talks and lowered outside expectations.

According to the preliminary arrangement, after the meeting, Biden and Putin will not meet with the media together, but will hold separate press conferences.

When talking about US-Russian relations in Cornwall on the 13th, Biden said that the US side does not seek conflicts, but hopes to "resolve those behaviors that we believe do not conform to international standards." At the same time, the two sides can cooperate on some strategic principles.

Putin said in an interview with American media on the 11th that Russia-US relations are at their lowest point in recent years, but he also said that he can cooperate with Biden.
