"Foreign citizens who arrived in the Russian Federation for the purpose of studying at a state educational or state scientific organization will be able to obtain a temporary residence permit for the purpose of obtaining education (hereinafter RVPO)," the explanatory note says.
It is noted that "in addition, the specified category of persons will be entitled to obtain a residence permit in Russia within three years after graduation in a simplified manner."
Earlier, the rector of the Lomonosov Moscow State University, Viktor Sadovnichy, said that the interest of foreign students in Russian universities is growing.
