In July last year, Ms. Yang, a corporate accountant, asked the Yidu Public Employment and Talent Service Center to learn about the policy, but found that the company "disappeared" from the directory database.

  The company consulted on loan issues in late July 2020, from why the company was not in the directory database, to applying for certification on the provincial government service network, to applying for industry category changes, to applying for discount loans. Ms. Yang made countless phone calls and contacted several units. I ran back and forth dozens of times, and it took nearly 4 months to complete the loan.

  The Yidu Discipline Inspection Commission investigated and dealt with the formalism and bureaucracy of the staff of the relevant departments, and issued three consecutive questions in a circular to the cadres of the city: "Enterprises have been introduced, but the service has not kept up.   The reporter's investigation found that the "one size fits all" phenomenon occurred from time to time in some fields and departments.

Some manifestations are that higher-level units ignore the differences between regions and lower-level departments and require the implementation of work arrangements in a "step-by-step" manner. It seems "courageous" and "strong", but the effect of policy implementation is counterproductive.

In some cases, the lower-level units ignore the actual work of their own regions and departments, without thinking about the spirit of the higher level, and seemingly "resolutely implement them", but in reality they are lazy policies that are unwilling to act, not to act, and dare not to act.

  The case reported by Yidu City revealed the unwillingness and inaction of relevant department staff.

The city’s Commission for Discipline Inspection and Supervision pointed out in the notification that the city’s “shops” who provide services to enterprises have not taken the initiative to understand and timely grasp the needs and difficulties in the production and operation of enterprises. After the Hubei government service network confirmed it, it still insisted that it must be in the national small and micro enterprise directory before applying for discount loans, and failed to provide enterprises with pre-examination services for vacancies in a timely manner.
