The decision pointed out that, in order to establish and improve the rule of law guarantee system that supports Pudong’s bold experimentation, bold venture, and independent reform, promotes the high-level reform and opening up of Pudong New Area, and builds a leading area for socialist modernization, the Standing Committee of the National People’s Congress authorized the Shanghai People’s Congress According to the practical needs of Pudong's reform and innovation, and its Standing Committee, follow the constitutional provisions and the basic principles of laws and administrative regulations to formulate Pudong New Area regulations and implement them in Pudong New Area.
The decision also pointed out that the Pudong New Area laws and regulations formulated in accordance with this decision should be reported to the Standing Committee of the National People's Congress and the State Council for the record in accordance with the relevant provisions of the "Legislative Law of the People's Republic of China."
When the Pudong New Area laws and regulations are submitted for the record, they shall explain the circumstances of making modifications to the laws, administrative regulations, and departmental rules.
