The amendment passed the House of Representatives in May and was approved by the Liberal Democratic Party, the Komeito Party, the Constitutional Democratic Party, the Nippon Ishin no Kai, and the Democratic Party for the People at the House of Councilors Constitutional Review Board on the 9th.

Then, as a result of discussions on the handling at the board of directors of the House Steering Committee on the 10th, the ruling and opposition parties agreed to vote at the plenary session on the 11th.
