Earlier this year, law enforcement used this weapon against a black transgender woman, described as having mental health problems. She would have been practically naked in the street during her arrest and she was nassed, without any heating blanket or clothes being given to her by the agents. The facts took place in Buffalo.

The Seattle Police Department said the lasso can "help defuse situations and reduce the number of tragic outcomes."

It also specifies that the device is dedicated to the questioning of people who do not show themselves to be cooperative, "mentally disturbed", "sick" or "suicidal".

But activists and mental health experts deplore the technique and believe it could cause more physical harm.
