  The Chinese Medicine Law is China's first comprehensive, overall, and basic law in the field of Chinese medicine. It was passed in December 2016 and came into force on July 1, 2017.

This law enforcement inspection is the first time that the Standing Committee of the National People's Congress has inspected the implementation of laws in the field of Chinese medicine.

From April to mid-May this year, the law enforcement inspection team went to 8 provinces (autonomous regions, municipalities) and 17 cities (prefectures) including Shanxi to conduct inspections.

Listen to reports from local governments and departments, and have discussions and exchanges with representatives of the National People's Congress, representatives of relevant Chinese medicine units, enterprises, and grassroots workers.

  According to Wang Chen, at present, 98.3% of community health service centers, 97.1% of township health centers, 85.9% of community health service stations and 71.3% of village clinics in China can provide traditional Chinese medicine services, which basically solves the problem of people at their doorsteps. The demand for "seeing Chinese medicine and taking Chinese medicine" has significantly increased the accessibility of Chinese medicine services.

  In addition, the promulgation of a series of safeguard policies is also promoting the effective implementation of the Chinese Medicine Law.

Wang Chen said that during the "Thirteenth Five-Year Plan" period, the central government has allocated 8.606 billion yuan (RMB) in subsidies for the inheritance and development of local traditional Chinese medicine, an average annual increase of 17.32%.

Eligible Chinese patent medicines and Chinese medicine diagnosis and treatment items will be included in the medical insurance fund payment scope according to regulations. In 2020, the medical insurance catalog has 2,800 Western medicines and Chinese patent medicines, of which 1374 are Chinese patent medicines, accounting for 49.1%.

Investment in traditional Chinese medicine in many places has increased year by year, and the growth rate of developed coastal areas such as Zhejiang is higher than the growth rate of local economic development and fiscal revenue.

  It is worth mentioning that Wang Chen pointed out that Chinese medicine has played an important role in the prevention and control of new coronary pneumonia. TCM participated in the whole process and deeply involved in the prevention and control of the epidemic, insisted on the integrated advancement of scientific research and clinical treatment, selected the “three medicines and three prescriptions” represented by the “Qingfei Paidu Decoction” and other traditional Chinese medicines, and realized the transformation of results, and the exploration formed A systemic program featuring traditional Chinese medicine and integrated Chinese and Western medicine to treat patients. Five batches of 773 national TCM medical teams have been sent to Wuhan. Nearly 5,000 people from the whole system are fighting on the front line of the epidemic in Hubei. Nearly 100 TCM medical institutions across the country have participated in the rescue work as designated hospitals. The use rate of Chinese medicine in confirmed cases nationwide exceeds 90%.
