The HVB home is one of the 50 worst criticized homes and in recent years has received around SEK 15 million from several municipalities that have placed young people there, SVT's review shows.

After several reports against the home, it was investigated last year, both by Uppsala municipality and Ivo.

In addition to the fact that staff according to the reports must have been harsh and threatening to the children, they must have been forced to go to the mosque.

There must also have been collective punishment according to the reports.

Admits drug problem

In the municipality's own investigation, the company Vägarna further care AB admits that drug problems among the staff have occurred before.

Other parts of the criticism, the company says, are often based on "distorted situations and even made-up stories".

After its investigation, Uppsala Municipality has terminated the contract with the home.

Ivo has criticized the HVB home on several points and believes, among other things, that placed young people have not received the care to which they are entitled.

The business has also used unauthorized coercive measures, such as restraint.

On the other hand, it should not have been possible to substantiate the information that young people have been subjected to religious pressure.

How do you view the criticism from the Swedish Health and Care Inspectorate (Ivo)?

- As I was not employed or otherwise active in the company during the period for the events criticized by IVO, I have chosen to focus on the future, says Hanna Lindgren.

You are about to open a new HVB home in Uppsala County.

How are you going to make sure that it will not be dragged down with similar problems as the previous ones?

- With new people who run and lead the company operationally.
