Inspired by the model that Pasqual Maragall already devised before reaching the presidency of the Generalitat, the president of the PSC in the Parliament, Salvador Illa has created a shadow government to pressure the Executive led by Pere Aragonès. It is made up of 15 deputies from the PSC-Units parliamentary group and the spokesperson, also Deputy Alícia Romero, who will lead the area of ​​Economy, Finance and Knowledge Society. In addition to the 15 alternative councilors, it will have two commissioners: the vice-first secretary of the PSC and vice-president of the Parliament, Eva Granados, as commissioner of the Presidency "for Catalonia 2050, for sustainable development and the fight against inequality", and the first secretary de la Mesa, Ferran Pedret, as commissioner of the Presidency for the federal impulse,the democratic memorial and the electoral law.

The deputy spokesperson of the PSC-Units in the Parliament, Raúl Moreno, will be the alternative minister for Social Affairs and Children, while the deputy Jordi Terrades will be in charge of Infrastructures, Territory and Housing; Òscar Ordeig, from Industry, Business, Commerce, Tourism and Digital Agenda, and Pol Gibert, from Labor. Gemma Lienas will be in charge of Equality; Esther Niubó, from Education and Professional Training; Rosa Maria Ibarra, from Mundo Agrario, Pesca, Food and Demographic Challenge; Silvia Paneque, from the Ecological Transition; Assumpta Escarp, Health; Rocío García, from Culture, and Rubén Viñuales, from Justice.

The general secretary of Units, Ramon Espadaler, will assume the area of ​​Security and Coexistence;

Marta Moreta, from the Local World, Public Function and Sports, and David Pérez, from Transparency, Open Government and Audiovisual Media, and the analyst Mireya Fuente will be secretary of the alternative socialist government.

Alternatives

The initiative is inspired by the alternative government promoted by the former president of the Generalitat Pasqual Maragall in 2000 and by the 'shadow cabinets' of British politics, and aims to be an instrument to exercise a rigorous and constructive opposition and promote a real alternative to the Government of Aragonès. Illa's shadow government will start promoting four proposals: a pact in the face of the coronavirus pandemic, one on European funds, an agreement for the renewal of senior positions appointed by the Parliament, and another agreement for pluralism, by "some public media everywhere and for everyone ", and a Catalan electoral law.

It will seek to make opposition from the follow-up of the Government; configuring an alternative promoting changes, solutions and proposals for actions and public policies, and offering an outstretched hand and collaboration to the Executive of Aragonès in matters of general interest, with the availability of reaching large agreements. He wants to oversee the task of the Government through constant monitoring of each department from the alternative government, which will meet regularly every other Friday, a technical council will do it alternately in the weeks that it does not meet, and will approve commitments and measures that it will present publicly.

Under the direction of each alternative councilor, work teams will be created with various technical collaborators, coordinated by the corresponding secretary, to prepare the projects that will be presented to the executive body.

These work teams will define their priorities, a work plan and an agenda of meetings in the territory, which will also visit the entire alternative government on a quarterly basis to learn first-hand challenges and concerns of entities and agents of the territory.

Technical advice

It will also have a Technical Council, which will be in charge of preparing projects and proposals that will be submitted to the alternative government every fortnight, which will be chaired by Raúl Moreno, and will be made up of Jordi Riba (Economy and Finance), Mònica Ríos (Social Affairs and Childhood), Eva Candela (Infrastructure, Territory and Housing) and Elena Díaz (Work). Juan Luis Ruiz (Industry, Business, Commerce, Tourism and Digital Agenda), David González (Equality), Dolors Carreras will also be secretaries of this Technical Council. (Education and Professional Training), Sílvia Romero (Mountain and Aran Policies) and Joaquim Paladella (Ecological Transition).

Mario García (Health), Judith Alcalà (Security and Coexistence), Helena Bayo (Culture), Òscar Aparicio (Justice) and Cristòfol Gimeno (Local World and Public Function) will also form part of the organ, and Beatriz Silva will be Commissioner of Audiovisual Media.
