The Moscow authorities have prepared measures to regulate driving on electric scooters, said the Deputy Mayor of the capital for transport issues Maxim Liksutov during the St. Petersburg International Economic Forum.

According to him, there is a "bright surge of low mobility" in Moscow, against the background of which road accidents occur.

“Accidents happen.

What is most unpleasant is that it happens to children.

Therefore, we have prepared a number of measures that will make it possible to put things in order in this, but at the same time not limit the use of electric scooters, "RIA Novosti quotes Liksutov.

In particular, it is assumed that in the case of using an electric scooter on the roadway, the state traffic police will monitor the user's compliance with the traffic rules. 

“We also believe that any scooter that is used in the city is unsafe for the user himself if he moves at a speed of more than 25 km / h,” Liksutov added.

According to him, the corresponding conclusion was made based on the radius of the wheels and the fact that people on electric scooters do not use protective equipment.

According to another proposal, electric scooters should not exceed the speed of pedestrian traffic in the case of movement "in the same plane" with people.

Liksutov also raised the topic of limiting the speed of rental scooters.

“We have agreed with the main companies that rent scooters in Moscow to introduce technical solutions for special reduced speed zones.

That is, if a scooter enters the Gorky Park, then automatically there it is impossible to accelerate to more than 15 km / h, "- said the deputy mayor.

Earlier, the Ministry of Transport of the Russian Federation reported on the work on a bill that should determine the legal status of electric scooters and other means of individual mobility.

In addition, the President of Tatarstan Rustam Minnikhanov at the end of May ordered to develop rules for the use of electric scooters in the republic.

According to him, this should be a special speed limit or places reserved for skiing.

Note that only recently there have been several high-profile accidents involving electric scooter users.

In late May, in St. Petersburg, a man on an electric scooter hit an elderly woman.

After that, the Investigative Committee opened a criminal case under the article for causing grievous bodily harm through negligence.

A similar incident also occurred in St. Petersburg on June 1 - then a young man ran over a four-year-old child on an electric scooter, the boy was injured.

Igor Morzharetto, partner of the Avtostat analytical agency, auto expert, in an interview with RT, expressed the opinion that the problem of regulating the use of electric scooters is acute.

“She is not only Russian.

All over the world they are thinking what to do with it.

There is such a vehicle, it cannot be banned, but somehow it is necessary to "settle" it and bring it into the legal channel.

What Liksutov is proposing is sound enough.

This is part of the proposals put forward by the Moscow City Duma deputies, ”the expert said.

According to him, the main thing now is “to write down the rules of the game”.

“Because today there is no such means of transportation as an electric scooter in the rules.

And many perceive it as an indulgence - “I go wherever I want and how I want,” said Morzharetto.

According to the autoexpert, editor-in-chief of the magazine "Za Rulem" Maxim Kadakov, the current state of affairs with electric scooters demonstrates that legislation does not always keep pace with the development of technology.

"People who move quickly on electric scooters and other means of individual mobility actually find themselves outside the legal field in endless favor for themselves, wherever they are," Kadakov said in an interview with RT.

According to him, in the current realities "a scooter, even on a rather powerful scooter, turns out to be like a pedestrian."

“It is necessary to restore order for a long time, and there are all or almost all the norms for this.

In particular, scooters with motors from 250 W to 400 W are equated with mopeds.

That is, in fact, there are norms, but, as the traffic police likes to say, they do not administer this, ”Kadakov said.

He also noted that some sellers of such equipment indicate a low rated power, supplementing this information with the statement that the peak power can be significantly higher.

“Under the guise of trinkets, they are selling a rather powerful thing that can move at a speed of 30, 40 or even 50 km / h ... Nobody foresaw such a development. Therefore, any adequate measures should be welcomed, ”the expert concluded.
