The opposition party is insisting that the loss should be compensated retroactively since August last year, when social distancing was upgraded to level 2.5, but the government has expressed disappointment due to the financial burden.



As a result of simulating retrospective application by the Ministry of SMEs and Startups, the loss for small businesses including fixed costs was KRW 3.3 trillion.



However, since the Ministry of SMEs and Startups has already provided 14 trillion won in support for the 4th disaster support, it is difficult to apply a separate retrospective application.



The opposition party demanding retroactive application, the government concerned about the financial burden, and the ruling party that have been negotiating between them are in favor of not imposing retroactive application into the law, but in effect making the amount of support at the level of retroactive compensation.
