“We inform you that Russians living abroad can still obtain a document proving the identity of citizens outside of Russia at diplomatic missions and consular offices of the Russian Federation in foreign countries,” the statement on the website of the Ministry of Internal Affairs of Russia says.

Also, the official representative of the Russian Ministry of Foreign Affairs, Maria Zakharova, said that there were no changes in the procedure for issuing passports by Russian diplomatic missions to Russians living abroad in connection with the entry into force of the new regulations of the Ministry of Internal Affairs.

Earlier, "Parlamentskaya Gazeta" announced changes in the procedure for issuing passports in connection with a new order of the Ministry of Internal Affairs of Russia, which comes into force on May 30.
