Vox has consummated this Wednesday the boycott announced to the initiatives of the Andalusian Executive by withdrawing its support for the draft Law for the Promotion of the Sustainability of the Territory (LISTA), which unifies and simplifies the

regional urban laws,

and which had the approval of the partners parliamentarians when it was approved in the Governing Council. Santiago Abascal's party had announced last week that it would not support any initiative of the Government of Juanma Moreno that had not been previously signed by Vox, after the disagreement produced as a result of the crisis in Ceuta and the decision of the Board to

host 13 foreign minors

from the collapsed reception centers of the autonomous city.

The Vox boycott of the initiatives of the Executive of Juanma Moreno has occurred in two substantial projects.

On the one hand, it prevents the processing of the new land law and, on the other, it prevents the reform, by emergency means, of the

Andalusian Public Health Law

, which the Board wanted to update so that it allows to dictate restrictive measures related to the pandemic.

In relation to the new

Law to Promote the Sustainability of the Territory (LISTA)

, the abstention of the Vox deputies has allowed the amendment to the entirety against the project presented by the Adelante Andalucía group (Podemos + IU) to prosper, therefore the document, one of the most important approved by the Government, is returned to the Executive.

By withdrawing its support for the Andalusian Government, Vox intends to expose

Juanma Moreno's weakness

and force an advancement of the regional elections that would suit his electoral interests.

The change in Vox's position with respect to its political alliance in Andalusia occurred after the Madrid elections, where the Santiago Abascal party failed to expand its influence over the Government of Isabel Díaz Ayuso, as was its claim.

Those results led Vox to change strategy and increase pressure on the PP Government and Ciudadanos.

The crisis derived from the massive arrival of immigrant minors to the beaches of Ceuta last week

served as an alibi

for

Vox

to redouble its order, demanding the dissolution of Parliament and the advancement of the elections, after the Andalusian Government expressed its intention to host 13 minors and thus participate in the solidarity distribution proposed by the central Executive.

"They need to understand that it is incompatible to raise the demand for elections with

the processing of a law of such depth

as this is," explained the spokesman for Vox, Manuel Gavira.

Reform of the Public Health Law

In addition to the failed processing of the new land law, the Andalusian Government will not be able to process an urgent reform of its

Public Health Law

with which it intends to arm itself with tools to, if necessary, decree new restrictions and confinements as well as the closure of municipalities, to face a possible rebound in the pandemic. Vox has prevented the project from being processed through the procedure known as

"single reading",

which considerably shortens the deadlines for legislative reform. For it to be possible to carry out the processing in this way, it was necessary for all the political groups in Parliament to approve the format, but Vox has opposed it.

, explained this Wednesday that Vox is against the content of the proposed reform. It is therefore a disagreement on the substance of the matter. As he explained, the Andalusian Government sent them a first draft of the reform that they did not like because it includes the possibility of decreeing "restrictions on rights that we consider essential so that Andalusia does not continue to suffer from this economic crisis." Then they transferred a second draft, "even more confusing than the first", because it leaves too much room for action to the so-called

"Alert Committee",

according to the Vox spokesman.

Vox's boycott of the initiatives of the Andalusian Government also includes its opposition to a new decree of law with new aid that the Andalusian Government has transferred today to the Andalusian Parliament.

Specifically, it is Decree 8/2021, of May 4, which approves a line of subsidies for

Andalusian Local Autonomous Entities (ELA)

.

Finally, this decree went ahead despite the lack of support from Vox and thanks to the favorable votes of the Socialist Group.
