The Balearic Government chaired by the socialist

Francina Armengol will

guarantee by law that Catalan-speaking consumers have the right to receive

commercial information in Catalan

and that all consumers can express themselves in the official language they choose in their dealings with businesses and businesses on the Islands.

This is included in the draft of the preliminary draft of the Law for the Protection of Consumers and Users of the Balearic Islands, to which this newspaper has had access, and which dedicates an express chapter to "linguistic rights" (chapter V).

The future law has already been presented to the consumer regulatory bodies and the

parliamentary procedures for its approval are expected to begin this summer.

In its article 29, dedicated to regulating "the language used in consumer relations", the rule will establish that "consumers, in consumer relations, will have the right to be attended orally and in writing in the official language they choose, in accordance with in accordance with the Statute of Autonomy and the legislation of

linguistic normalization

".

It is a clear nod to the community that uses the Catalan language, a co-official language in the Islands together with Spanish, and an action aimed at recovering part of the old legislation, approved during the coalition government presided over by

Francesc Antich

in 2001 and repealed by the Government of the PP chaired by

José Ramón Bauzá

(2011-2015).

The law will also oblige businesses to provide commercial information in Catalan to consumers who request it. In one of its sections, the preliminary draft provides that

"they will have the right to receive in Catalan" the

offers, the pre-contractual and contractual information, the budgets, the deposit slips, the invoices and the rest of the related documents ". Also the" instructions of use and consumption of goods and services and mandatory data directly related to safeguarding health and safety. "All this qualifies, without prejudice to respect for the duty of linguistic availability, the constitutional shielding of the right to use Spanish .

The draft law provides as a minor offense "breaching the linguistic rights of consumers."

Light penalties could carry

fines of between 600 and 6,000 euros

.

This legislation has been

criticized

by one of the main

Catalan entities

of the Islands, the Obra Cultural Balear, which considers that although "it is a step forward", it is "insufficient".

Catalanism demands that the use of Catalan be reflected as an express right and that the breach of linguistic rights be considered serious violations.
