In his opinion, the creation of correctional centers will allow convicts to exercise their right to change their punishment.

“But today we have created only eight thousand with a little of these very places.

Accordingly, we cannot fully realize the right of people to replace imprisonment with correctional labor ... ”- Chuychenko stressed.

According to the head of the Ministry of Justice, appropriate agreements are being concluded with business representatives, and the FSIN is also actively involved in the issue.

Earlier, the director of the Federal Penitentiary Service of the Russian Federation, Alexander Kalashnikov, at the coordination council of ombudsmen for human rights in Krasnoyarsk proposed to attract prisoners instead of labor migrants. 

“This will not be a gulag, it will be absolutely new, worthy conditions,” Kalashnikov said.
