In Russia, from July 1, 2022, the registration procedure at the place of residence or temporary stay will become easier.

According to the decision of the government of the Russian Federation, it will be possible to issue registration remotely using the portal of state services.

As reported on the website of the Cabinet of Ministers, the corresponding decree was approved by Prime Minister Mikhail Mishustin.

“It will become easier to register at the place of residence or at the place of temporary stay thanks to the transfer of these state services into electronic format ... So, to obtain a residence permit, it will be enough to visit the registering authority only once.

Such an opportunity will appear for those who submitted an application for registration through the portal of state services, ”the press service of the Cabinet of Ministers said.

It is noted that after processing the request, it will be enough for a citizen to put a mark on registration in the passport.

In turn, temporary registration can be issued completely remotely, and the certificate can be received by mail.

As noted in the press service of the government, the new rules will make registration services for citizens "more convenient and less time consuming."

The State Duma positively assessed the decision of the Cabinet of Ministers, noting the benefits of digitalization of an increasing list of public services.

This, in particular, was stated by Svetlana Bessarab, a member of the State Duma committee on labor, social policy and veterans affairs.

“Today, digitalization of all state and municipal services is underway, and from July 2022 it will be possible to request such registration on the website of state services, to get a specific date and time for arrival and putting a corresponding mark in the passport.

I believe that in general, any digitalization of services makes life easier for citizens and improves its quality, "she said in an interview with RT.

The head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov also said that digitalization creates more comfortable living conditions.

“We strongly support both the digitalization process and the process aimed at creating more comfortable, more convenient and more efficient opportunities for our citizens, including in matters of obtaining public services, submitting applications, registering, obtaining various permits”, - Nilov emphasized in a conversation with RT.

The parliamentarian noted that the coronavirus pandemic had an impact on the development of this area.

Electronic passports in Russia

From December 2021, the issuance of electronic passports will begin in Moscow.

In other regions of the Russian Federation, a similar service will begin to be provided no later than July 1, 2023.

According to preliminary information, at the first stage of the pilot project, it will be possible to submit an application, issue and receive an electronic passport through the departments of the Ministry of Internal Affairs.

The passport with the chip will be used on the territory of Russia along with the traditional paper one.

The new document will be executed in the format of a plastic smart card, similar to a bank one.

A photograph of the holder, his full name and date of birth will be applied to it.

The card's chip will contain the owner's personal and biometric data, including an image of his face and two fingerprints.

The chip will also indicate the address of the citizen's registration, but this information will not be on the card itself.

It is noted that thanks to this decision, the document will not have to be changed in the event of a move.

In addition, in 2021-2022, along with the electronic passport, a mobile application will be introduced - the mobile identifier of a citizen.

You can install and activate it through the biometric booth in the MFC.

The application performs functions similar to an electronic passport. It can be used for operations such as logging into the public services portal, contacting the MFC, or concluding contracts. Along with this, users of a mobile identifier will be able to use the application to issue a pass to enter a building, buy a SIM card or confirm their age when purchasing goods of certain categories. It is expected that the list of available services for users of the application will expand.
