  The notice stated that during the "14th Five-Year Plan" period, the focus will be on supporting in-depth training of rural compulsory education schools, kindergarten backbone teachers, campus principals and trainers in underdeveloped areas in the central and western regions.

Achieve the effective connection between the consolidation and expansion of education in poverty alleviation and the effective connection of rural revitalization, and support the overall improvement of the capacity of teachers and principals in key counties for national rural revitalization.

  The notice clarified 10 key tasks from four aspects: training content system, mechanism reform, capacity building, and supervision and evaluation.

In terms of capacity building, it emphasizes the need to improve the teacher professional development support service system, strengthen the professional construction of teacher development institutions in cities and counties, build a strong professional teacher training team, strengthen the construction of training resources and platforms, and achieve comprehensive coverage and sharing of high-quality resources.

In terms of supervision and evaluation, the emphasis is on strengthening supervision and evaluation of training implementation, comprehensively evaluating the learning process and effects of teachers, and providing timely feedback and follow-up guidance.

  The notice requires that the demonstration and leading role of the "National Training Plan" should be strengthened, and local governments should be encouraged to carry out provincial, city, county, and school-level training to achieve full-staff training and overall improvement.
