"The government, together with the executive authorities of the constituent entities of Russia, ensure the introduction of amendments to the legislation ... providing for keeping records of pets ..." - the document says.
Also, the Cabinet should prepare amendments defining the peculiarities of ownership and disposal by organizations and municipalities of stray animals located on their territories, including issues of transfer to new owners.
As specified, such a bill should also establish the respective responsibilities of such organizations.
Earlier, the State Duma adopted in the third reading a law that would prohibit the seizure of domestic animals from debtor citizens under executive documents.
