Xavier Bertrand, candidate (ex-LR) for the Elysee Palace in 2022, wants to put an end to the "impunity" of delinquents, in particular that of minors, by the multiplication of closed educational centers, the placement under electronic bracelet, the complete revision of the juvenile penal code or the introduction of the penal majority at 15 years.

"The law must have the last word and delinquents must know that there will be no more impunity", he affirms in an interview with the Journal du dimanche, very critical of Emmanuel Macron for whom "the security n 'has never been the priority ".

In addition to the creation of 20,000 new prison places, the president of Hauts-de-France wants to "multiply by three the number of closed educational centers" and the most dangerous minors must be supervised in a military manner ".

He also pleads for "to multiply the additional penalties of expulsion" and "the placement under electronic bracelet, including of minors, must be generalized".

To "break the phenomenon of gangs", he plans to "completely revise the penal code of minors by establishing the penal majority at 15 years" and by splitting "the functions between the judges in charge of the protection of minors and those in charge of justice criminal law for juvenile offenders ".

Asked about the drop in the number of police under Nicolas Sarkozy, he said he would "not let" the former president's "security record" "dirty."

"Security is not reduced to the only question of the number of police officers, it is indeed the penal answer the solution", he insists.
