Berlin (dpa) - The FDP is keeping options open for possible government participation before the federal election.

The FDP general secretary, Volker Wissing, who was confirmed in office, has already drawn up guard rails for political cooperation.

In addition to tax increases, he also rejected further debt to deal with the consequences of the corona pandemic.

In addition to state investments, Germany also needs private investments, for example in research and development or in digitization and artificial intelligence, Wissing said in his speech at the FDP federal party conference.

"Anyone who wants to burden our economy with higher taxes in this situation must answer the question of how private investments should then be financed."

With Wissing's speech at the digital federal party congress, the deliberations on the election platform for the federal election on September 26th began.

There were 540 amendments to the draft.

There were hours of debate.

Higher taxes always meant restrictions on freedom for employees, said Wissing.

"Performance must not be taxed away, especially in difficult times, because it is the performance of people that supports our state and on which we are dependent if we want to face the great challenges of our time."

The FDP does not overlook the financial needs of the state, said the General Secretary of the Liberals, who was confirmed the day before with 86 percent in office.

Solid state finances are necessary, however.

Wissing emphasized that this question was "non-negotiable" for the Free Democrats.

"Because we want a state capable of acting in the future as well, we reject a loosening of the debt brake."

Wissing emphasized that climate protection was important for his party as the perception of responsibility for future generations.

“And we're particularly ambitious in this, because we want to set the maximum permitted amount of CO2 emissions by law.

This is the only way to guarantee the climate protection targets and not just achieve them, ”he said.

"Why the Greens of all people lag behind these ambitions remains their secret."

The FDP relies on technical solutions.

As an example, he cited internal combustion engines, the prohibition of which makes no sense if they could be operated with synthetic fuels in a climate-neutral manner.

Wissing called for a strong team of different men and women with Christian Lindner at the head of the Bundestag election campaign.

"We are not running to help others into the Federal Chancellery, we want to ensure that our country does not drift into the blind faith in the state that actually paralyzes a society instead of strengthening it," he said.

Citizens are not subjects to whom governments can grant rights as privileges.

Wissing: "And we don't want people to be forced to do without, because pessimistic politics deny them the opportunity to combine climate protection goals and freedom in the competition of ideas."
