Matignon gave details on Monday on the deconfinement schedule, the next stage of which is scheduled for May 19, as well as its modalities.

He notably confirmed that on that date, the terraces of bars and restaurants could open with a gauge set at six people, just like “non-essential” shops.

Many openings are planned for May 19, with gauges, in order to limit the population concentration and the circulation of the coronavirus.

On June 9, a new step was taken and the health pass, currently being studied in parliament, came into force for major events.

The objective being the lifting of a majority of the restrictions, including the curfew, on June 30.

May 19: start of reopening, with 8 m2 gauge

  • The curfew is moved to 9 p.m.

  • Teleworking should be maintained as much as possible

  • Gatherings of more than 10 people are prohibited, except for guided tours

  • The terraces of cafes, bars and restaurants can accommodate customers up to 50% of their capacity and with tables of 6 maximum

  • All stores, including shopping centers and so-called "non-essential" shops as well as covered markets can raise the curtain with a gauge of 8 m2 per customer.

  • Libraries must also respect the 8 m2 gauge as well as leave every other seat free.

  • For museums the same gauge of 8 m2 applies

  • Casinos can receive up to 35% of regular membership

  • Cinemas, party rooms and marquees can only accommodate 35% of the workforce, up to 800 people per room

  • Outdoor zoos are also limited to 50% of the usual staff. 

  • For places of worship and wedding or PACS ceremonies, only one location out of 3 can be occupied, by positioning itself staggered between each row

  • Funeral ceremonies cannot accommodate more than 50 people

  • In higher education, face-to-face return is possible within the limit of 50% of the workforce.

    The limit remains in effect until the start of the school year in September

  • The dance is authorized to resume for minors in the halls and for all students and professionals of the conservatory

  • Outdoor sports activities are allowed up to a limit of 10 people, contactless only

  • The practice of sport in outdoor sports establishments (stadiums) or covered (swimming pools, sports halls) is authorized for priority audiences such as schoolchildren

  • Outdoor sports competitions can be held for amateur practitioners, with a maximum of 50 people, only without contact

  • Spectators in outdoor sports facilities (stadiums) or indoor (swimming pools, sports halls) are allowed with a maximum of 35% of the workforce, within the limit of 1,000 people (seated, not standing)

  • The ski lifts can resume with a gauge of 50% of the workforce

  • Spa treatments can reopen with the same tonnage of 50% of the workforce (but not thalassotherapy)

  • Outdoor seated festivals can resume with 35% tonnage up to 1,000 people

June 9: reduction of authorized gauges, start of the health pass

  • The curfew is postponed to 11:00 p.m.

  • Telework is made more flexible

  • Gatherings of more than 10 people remain prohibited, except guided tours

  • For all shops and covered markets, the gauge is lowered to 4 m2 per customer

  • The outdoor terraces can open at 100% of the capacity, but always with tables of 6 maximum

  • Cafes and restaurants can reopen indoors with a 50% gauge and tables of 6 maximum

  • The gauge of casinos increases to 50% of the workforce.
