Somalia: Prime Minister new strong man in political crisis

The Prime Minister reached an agreement Wednesday 5 May allowing to lower the level of tension in the capital Mogadishu between the presidency and the opposition.

The mutinous troops who had taken positions in the city to support the opponents of the outgoing president must return to their barracks within 48 hours.

While Farmajo is isolated, its head of government is thus asserting its pivotal role in the transition period which has just begun.

In return for their return to their barracks by Friday evening, no sanction is pronounced against the mutinous soldiers.

The government also undertakes to ensure the safety of opposition figures, whom the mutineers said they wanted to protect.

A reform of the army must also be launched.

A decree from the Prime Minister will also prohibit officers from engaging their soldiers in political struggles.

These are the broad outlines of the 10-point agreement obtained Wednesday evening by Prime Minister Mohamed Hussein Roble and welcomed by the opposition.

I welcome all the efforts made to demilitarize Mogadishu and see an amicable end to the conflict.

This newcomer to politics has therefore successfully taken the first stage of the mandate entrusted to him on May 1, after deadly incidents in Mogadishu.

It is in fact this 57-year-old engineer, perceived as independent from the president and respected by the international community, who now has the task of organizing elections, on the basis of the framework agreement signed last September.

So it's back to square one.

Because the situation is the same today as before February 8, date of expiration of the mandate of the outgoing president.

In the absence of an agreement with the opposition, the latter had his mandate extended, plunging the country into a serious political crisis since the opposition, with the support of certain soldiers, no longer recognized its legitimacy.
