On May 5, local time, the Russian government’s legal website published the resolution document passed on May 4.

According to the resolution, the Russian government decided to approve and submit a proposal to abolish the "Open Skies Treaty" to President Putin.

  The "Open Skies Treaty" was signed in 1992 and entered into force in 2002. It is an important confidence-building measure after the end of the Cold War, helping to increase transparency and reduce the risk of conflict.

The parties to the treaty may conduct unarmed aerial reconnaissance on each other's territories as required.

  In November 2020, the United States formally withdrew from the treaty.

In January 2021, the Russian Ministry of Foreign Affairs issued a statement stating that Russia has decided to open the domestic procedures for withdrawing from the Open Skies Treaty.

The statement also said that Russia had put forward specific proposals, hoping to maintain the treaty under the new conditions, but the United States failed to support the Russian proposal, which Russia regretted.
